A former Todd County Sheriff and County Clerk passed away Saturday morning after a battle with cancer.
Funeral arrangements are incomplete at Todd County Funeral Home for 67-year old Billy Fowler, who was elected to one term as Sheriff in 1989 after serving several years as a deputy and then elected County Clerk in 1993—a job he held until he retired in June of 2010.
Fowler was a Todd County Central High School graduate, a Marine Corps veteran and a veteran of the Vietnam War. He defeated Bobby Graham in the 1989 Democratic primary to become Sheriff and defeated incumbent County Clerk D.T. Turner in 1993 to win that job.
Fowler was an active member at West Side Church of Christ in Elkton and is survived by wife Bettye, sons Brock and Brad, daughter Beverly and his mother, Christine Hightower.
