Gloria Ross and Candida Belt Duncan
Kentucky State Police arrested a former Oak Grove Police Officer Thursday in connection with one of the most well-known murder cold cases in Christian County.
On September 20th, 1994, the bodies of 22-year old Candida Belt and 18-year old Gloria Ross were discovered at the New Life Massage Parlor in Oak Grove, which also served as a brothel. Multiple people had been questioned in connection with the crime in the months and years following the double-murder, but the investigation always came back to two men. The two victims had been shot and stabbed several times.
A brief news release from Kentucky State Police says Sgt. Jason Newby had been investigating the incident again and arrested former Oak Grove officer 49-year old Leslie Duncan of Central City on tampering with evidence charges. Duncan was lodged in the Christian County Jail on 50-thousand dollars bond.
Duncan and former officer Ed Carter were the main suspects from the beginning of the investigation. Palor owner Tammy Papler told Oak Grove City Council in 1997 that police knew she was operating a house of prostitution and that she paid Carter to keep it covered up. He contended he worked nights there as a janitor.
Duncan was a detective at the time with Oak Grove Police. It should be reiterated that Duncan is only charged with tampering with evidence and not with the actual murder that was once featured on the national television program "Unsolved Mysteries."
